Network fluctating untill game crashes

My pc specs: CPU:13th Gen Intel Core i5-13600KF 3500 MHz 14 cores
GPU: Memory VIDIA GeForce RTX 4060
Ram: 32 GB

When I enter certain zones in Path of Exile, the game sometimes starts to stutter roughly every 10 seconds. Once these stutters begin, they continue until the game eventually crashes. After checking the performance metrics, I noticed that it's the network graph that fluctuates during these stutters. This issue has occurred on two completely separate internet connections in different locations, so it's unlikely to be caused by my network. I’ve been unable to identify the root cause or find a fix for this problem.
