Great FPS at Launch, Terrible FPS 1 day later

Running Radeon 9070 XT
Game worked perfectly at launch with >120 FPS constantly (except in towns ofc).
Woke up today (14 June, about 8am PST) and game is hard stuck at <25 FPS.
Have tried clearing shader cacher, lowering all settings, clearing GPU share cache.
GPU 3D is performance motoring is maxed out at 100%/ ingame GPU f1 bar is mixed out at 40 ms
Please help
