Latency spikes in different zones

Hello there,ive been having this issues like few years already,cant remember after what patch it started,but im getting sick already of having latency spikes on zones for no reason, no package losses,no nothing, just my latency spiked from 40ms to 10k+ and random DC... doesnt matter which server i choose,its annoying. And if i just re enter same zone but in new instance,latency goes back to normal. Like seriously,im sick of having this problem in this game,i dont know what to do,how to fix this issue,like few years already if not more...
