Constantly latency and lag spikes since new league

I was one of the few that couldn't log in for the first 2 hours due to "Unexpected disconnect..." in Steam client. I'm not sure if this is related.

Server: US Washington, US Texas (Tried both)

CPU: AMD Ryzen5800x3d
GPU: RTX 4080
Network 1000gb down / 20gb up
Hardwired 2.5GB NIC
No VPN
Rebooted Computer, Router, Switches

Here is the in game statistics for 10 seconds. I am in town standing still. It's been like this for 4 hours.

I've tried VPN and alternate servers and same performance.
