Surging Currents' instill not granting 10 dex

My build is about at it's limit this season for having enough attributes to run all my skills I need at the highest level.. except that I have to give up flat damage or overcapped res for dex.. this instill was going to solve that, instead of going for critical hit chance- yet all I get is the lightning pen.. 199 dex with or without the amulet on and I can't run lvl 20 bow skills without 205.. please fix. Thank you.
