Ruthless is forced into heist

In Ruthless you rely on disabling all league mechanics except the one you want to run. I think with the atlas changes in 3.26 you accidentally removed the option to disable heist in ruthless, which has some quite frustrating consequences. Please reintroduce the option to block heist or change the system such that heist works separately from other blockable content like essence does.
