Champion Fortificaton

The updated PoB has a line under the new Fortitude description that says Maximum 20 Fortification. So does the new node work like the old node where it grants 20 fortification and that's the characters Max fortification or what? All the teasers never mentioned this! If its 20 Max and that's it Champion still dead! Was going to be my starter.

When I add points to Max fortification in the skill tree my effective hit pool does go up, so which is it?

Cause 20 is the baseline cap without any items or passive points.
