Weapon Swap losses exerted charges

When getting exerted charges for either infernal or seismic cry, the charges are locked to the weapon set that created them. Is this intended? When you swap back to the weapon swap they are there, but they do not show when swapping to your other set. This is currently extremely limiting because the crys also share a cooldown between sets so its not like you can cry again to get more charges. You still have to wait for the cooldown.
