Instability issues + maps not loading

Been having this issue for the past few weeks, was hoping the new update would fix it, but it hasn't.

Basically I cant see any of my abilities or the mobs in a map for a good 2-3 minutes, I have to stand still and wait 3-5 mins to be able to see some. Even still deliriums or breaches will almost never show the mobs, till the individual mob has been alive for 15-30s, at which point they swarm and characters die.

This was not an issue about 2 months ago so my hardware isn't to blame, I've cleared the cache, moved to random global, trade channels and set the sound channels to low to mitigate it somewhat, but this issue persists. Help!
