Blink somestimes doesn't work

sometimes when I switch to my 2nd weapon set to use blink it just straight up doesn't work. it shows that I have a blink ready top left but nothing happens. only way i can get it to work is to re-equip my 2nd weapon set which is a chiming staff with sigil of power. after requipping the weapon blink works as normal. this happens not too frequently but enough where it's annoying. sometimes i die because i cant blink out of a pack. im not sure if im doing something wrong for this to happen but im pretty sure it's a bug.
