Question Regarding "Heatshiver" and Stormweavers's "Heavy Snow"

Hello! This is question directed to a dev who can answer my question, mainly


I am curious if Heatshiver counts the second "chill" on an enemy in it's calculation for the extra fire damage

I am unable to tell if, at 30 / 30 chill on an enemy, that I am getting 60% extra cold damage as fire



I have gotten mixed information online about how the game see's the second shock/chill in it's calculation, so I just want to double check
