Can't socket Rising Tempest into many spells that should be compatible

The tooltip claims any spell that deals damage should be socketable with Rising Tempest. I cannot socket it to Cast on Freeze (But Cast on Minion Death works). Doesn´t work with Frost Armor. Etc.
