Can't pick up loot

Since the latest update, I keep losing the ability to pick up loot or get no loot. The only loot I see is if it has a special loot filter highlight, and then it can't be picked up. The source doesn't matter. Killing enemies, opening chests(but I still get gold from the chest), completing a round in TotS that rewards a key... all results in the same problem. It will temporarily go back to normal if I restart the game, but then quickly happens again.

Edited additions:
If a rune spawns, I can still get that.
If I drop an item from my inventory, I can't pick it back up either.
