Wanderlust Wrapped Sandals' unique modifier not reliably working

The Wanderlust Wrapped Sandals' unique modifier is "Your speed is unaffected by Slows". The current implementation suffers from two bugs that I know of:

- Rather than doing what it says on the tin, it actually seems to prevent the character's speed from falling below 100%. Hinders can still negate the 20% speed boost given by the boots themselves, as well as speed boosts from any other source.

- The Heart Tethers modifier in the Trials of Chaos seem to force the character into a slower walk cycle rather than target their speed directly. This bypasses the sandals' protection entirely.

Combined, these bugs make the sandals close to worthless when you need them most, which is very unfortunate. They'd easily be my favorite foot slot otherwise.
