Suggestions on elemental weapons bases

With the addition of weapon bases like the bolting quarterstaff, the glass spear, the cultist bow or the smithing hammer (with ele base damage), there is the problem which the Increased physical damage it's just a dead mod. And if you try to build a cool elemental weapon (with added flat ele + increased elemental damage) you end up with lower dps than just a nice physical weapon paired up with skills that converts phys into ele (like tempest flurry, molten strike, etc).

I think the weapon bases mentioned earlier should have instead a "100% physical damage converted to lightning" for the lighting quarterstaff and so on, so Increased physical damage wouldn't be a dead mod, and indeed increased elemental damage would be cool too.
