Can't move after casting a spell

With mouse and keyboard, when I cast a spell, it will move my character to the last location my cursor was before staying stationary and casting from that position.

It's like the spell cast overrides the "move only" command completely rather than doing both.
Whereas previously, the "move only" command would persist.

I don't have "always attack without moving" checked.
