Chat Lag and Fps cap

So i had major spike lag from CPU going form 10% to 100% usage , turn out its because of the chat ,if you type /clear in chat it fix the problem for some time .Also my fps are capped at 60 i think its because of a new NVidia GPU driver for my rtx2060 super. If i switch from display 1 to 2 , then back to 1 it fix the problem . but its super annoying.
