Map bugs and Infernal Cry bug

So 2 bugs i want to report. first , either i don't know how to get 82 lvl maps anymore or there is a bug. I use t16 waystone on iradiated and either cleansed or corupted map and still get only lvl 80 mobs. Something im doing wrong here?

Also, i seem to have an infernal cry bug. I tested this 4 times at xesht lvl 4. If i use second wind support and use the cry 2 times it doesnt register as a damage amplifier , it acts as if i never used infernal cry. if i use it only 1 time and dont press the button again it works just fine. Again ... something im doing wrong or just a bug?
