CPU and spikes

I see dozens of threads with this problem, but I'll write another one. Do something about it.

Two weeks ago, the problem was expressed in the need to restart the game. Now, it is simply impossible to play. I wanted to take screenshots, but the game at the time of loading, simply loads the processor at 100% and crashes. No changes to the settings, no changes to the rendering.

Resource limitation using third-party programs. Nothing helps. Disabling hyperthreading makes it possible to start the game, but crashes are guaranteed every minute.
