Trading Peddlers Bug

Thought I would report it, but the traders peddlers over ride keeps triggering despite no trade taking place. It was my understanding that it shouldn't be raining all the time and only be triggered by a successful trade?

I have seen no setting in UI or editing that stops the raining from happening when no trade has been issued or completed.

but yer I purchased another one today and placed it where it should be falling when a trade is completed and hasn't stopped raining ever since.
