Incision support gem text is inconsistent with incision mechanic description

The support gem Incision states the following:
3% more Magnitude of Bleeding inflicted with Supported Skills per Incision consumed Recently, up to 30%

The description for the debuff Incision states the following:
All Incision is removed from a target on inflicting it with Bleeding.

The text as written suggests that, since Incision is never "consumed" and is instead "removed" that the buff would never activate.

We know that incision is not consumed because there is not the 1 second immunity to incision that would occur if it was consumed.
