Can't get Atlas Points

I finished grinding my current character through to endgame maps a few days ago. I have completed Precursor Towers, Powerful Foe, The Grand Quest, Mysterious Altars, The Shadow Trickster, Extra Planar Invasion, and Legacy of the Vaal. However, it won't let me complete Cataclysm's Wake, Doryani doesn't have a marker above his head anywhere, the Hideout, the Encampment (present), or the Ziggurat Refuge. When I talk to him, there's no associated dialogue, and the Quest Marker says to speak with Doryani. I have tried removing him from the hideout and re-placing him, but that didn't have an effect. I have another character that's already in end game, and I thought that I'd already gotten some atlas points, but my atlas tree says that I have no points on either character. I don't know if this is a known issue or a special case, but I want to make sure you're aware.
