Ultimatum Bugs 3.25

I've found 2 bugs with Ultimatum.

1st. Flask Mod Enchants to not work in boss room, such as "Used when charges reach full."

2nd. I've been running quite a few ultimatums in 3.25 on a low damage build and so far I've had two encounters with the ultimatum boss where anytime I would get him low He would heal to full health out of nowhere. (I think this is a bug?)
