Add option to disable screen flash effects

My friend is playing a merc, his meta build has him using flash bomb and it makes the screen flash white quickly whenever it's used. I don't get seizures but I do have light sensitivity (which is also why I have bloom as low as it can go), so this does bother me a bit. Right now it is a PvE only game, so I don't even have a need to see all other player effects, and would not be bothered at all having the ability to toggle screen flash to off (like you can for camera shake, which I am glad this game has a toggle for).

Flashbanging in this game is crazy.
Herald of ice gives me persistant headaches if I play it for too long.

I suffer from migraines and sometimes have to put the game down because it is too blinding.
i play storm mage minions and got the same problem after some rounds i cannot play anymore. last time played with 4 people and you see nothing.
One thing people who are affected can try, until this hopefully gets addressed in a better way, turn bloom all the way down. I remember Oblivion gave me issues with bloom on, but that was a case of abusive bloom. For some reason you can't turn it off in this, but it definitely noticeably reduces brightness intensity from effects. Might get you to play the same length of sessions without issue, or at least maybe "just" have a minor headache (still bad and why it needs to be addressed) instead of a migraine.
Wanted to add, in addition to setting bloom as low as it can go (25%), I also have scene brightness at -0.5. With both of these adjustments, neither my brother's bright fire effects (he had got some of the brighter red fx from the store and was probably going to try and refund it if I ended up not being able to get it to not bother me) nor my friend's mercs flashbang effect bother me anymore. -0.5 scene brightness is still bright enough that I don't have to worry about eyestrain from the opposite issue (stuff being too dark), and it makes it so the flashbang effect doesn't bother me at all, -0.5 may not really be a lot but for me it seriously dampens the effect.

Hopefully this can help other people in some capacity, my light sensitivity isn't extreme so this was good enough for me. I do think they need a specific skill fx brightness slider and a flashbang effect (not sure what other skills might have white screen flash) toggle as well, the same way I think all FPS games should have headbob toggles and FoV sliders that go to at least 110. The more people that don't have health issues from playing your game, the more money you can get, should be the basic incentive for this. But also it just means more people can properly enjoy themselves consuming your work!
