Unique bug

while using unique helm The Vertex, skill gems do not properly have reduced attribute requirements. This unique is supposed to give 50% less attribute requirements to skill gems and equipment. Skill gems attribute requirements remain the same if I remove the helm or leave it on. Seems to work on herald skills but not anything else. Even on herald skills in skill management pane, it shows the attribute in red as if I don't have enough, but it does allow it to work. Using Character name Simmbva, monk invoker.Equipment is properly showing the reduced requirement, only the skill gems are not.
