Move Speed Rune Question

Are they restricted to Boots only? The rune doesn't say that. It says that it applies the buff to the item, but no where does it say that only boots can have movement speed buffs.

Runes list the "Slot: Effect". You have to put the run into that slot to get the effect.

Hmm...I guess I was getting tripped up because it then says to put the rune in a weapon or armor to get its effect. Why is that part even on the item? It should just say "Slot in boots"
