Reroll lowest level modifier not applied correctly

Pic related, idk if I'm understanding this correctly or is it a bug?

It is based on the mod with the lowest level requirement. Each modifier tier has a specific level requirement before the tier can roll.
Tiers for different mods have different level requirements, such that a T5 for one modifier might have a lower requirement than a T4 for another (to be further confused if we're inverting the tier order). Yes, this is not very intuitive; before the selected mod was highlighted, it was even more of an issue since the required information is otherwise not shown in the game.
