Witch Skills Being Locked Out Bug?

So whenever I am in combat and I get hit my a mob my skills get locked out for a few seconds, it seems like it only happens if I'm actively trying to cast a spell and get hit...

When my skills get locked out, if I move around and keep trying to cast my skills they remain locked out indefinitely. I have to stop casting and try not to get hit until my skills reactivate. I'll upload a short 50 second video to show this.

I didn't see a thread about this yet so here it is. I am new to the game, so if I'm doing something wrong please help me!!! Haha. I don't see any debuffs or indication that I'm silenced or getting debuffed.

Haha, it looks like you are a Lich with the Eldritch Empowerment ascendency?

That ascendency adds cost of 3% of your maxiumum Energy Shield to all non-channeling spells with costs. Which means if you have no Energy Shield at the time, you are unable to pay the cost to cast a spell, and are therefore unable to cast anything until you regain at least 3% of your Energy Shield.

I can definitely see how it can look like moving is the deciding factor! But it is because you are only stopping moving when you are out of danger, which is also when your Energy Shield is beginning to recharge.
