Video stuttering and periodic soft crash

This has been happening quite a while and I decided it's worth posting about it since it hasn't been fixed or addressed yet.

When the issue happens, the entire game periodically stutters and causes the system to do so as well. In fact, it's happening right now, as I type this every few seconds my typing is stopped and the game freezes briefly. During this time I can see CPU spiking on the in-game performance graph. This is annoying, for sure, but it gets worse.

Some times the system will freeze entirely for a period of 5 seconds or so during a map. When it comes back, two things happen depending on which renderer I'm using. 1) Using Vulkan, nothing more happens, the system just continues. 2) When I have the DirectX 12 renderer selected, it's the worst case. It will then go to a black screen for a second and then render the game again but the game client instantly forgets the state of the entire map. By this, I mean if I open the map overlay it has no idea where I've been/cleared except my immediate surroundings. In a large, complex map this is such a huge pain because I don't know where the unexplored areas are. I can't even see previous checkpoints until I walk up to one (a new one for example) and then it will show me a previous checkpoint available to teleport to. This issue is the reason I'm using Vulkan by default now, because I can't deal with constantly losing the map status.

Now, this issue is not present all the time. It's got no rhyme or reason to it that I can tell. I've had sessions where I do 15 maps in a row with no problem. Then, it is still happening while I type this whole time just standing in the hideout.

I've got two monitors and the game client is set to Windowed Fullscreen.

I'd be happy to gather whatever logs might help. Bug report reference number 2,592,584,282 if that contains anything useful.

So the game was just doing its stuttering thing again, and I was trying to open a new map just to see if I could get through the stuttering. Instead of loading, it gave me this error at the splash screen:

Exception

vk::Device::waitForFences: ErrorDeviceLost


After I clicked OK, the game closed/crashed. Maybe that's useful to someone.
