Cast on Charm Use doesnt work with Pragmatism Explorer Armour

Pragmatism says that charms do not use charges for activation = charms can be used only by trigger. But items in such connetction do not accumulate energy for Cast on Charm Use. is this a bug or its "by design"?

Pragmatism: Charms use no Charges
Cast on Charm Use: Gains 2 Energy per Charge used
