4 slot skill gems can't be corrupted to 5 slots?

I tried to corrupt some skill gems after using 1 lesser and 1 greater jeweller's orb and couldn't get a single skill to 5 slots, is the chance of success incredibly low or is it just impossible to do it for some reason? I tried this with 15~20 uncut gems and not a single one went to 5 slots

Its around 10-12% chance I think.
Worst streak I've had was 12 trying to get a 5 slot +1 level gem "Beidat honored the pact, though Mancy wouldn't take off Doryani’s prototype."
