Belt Effects in Path of Exile 1

Can someone tell me in the Settlers League in Path of Exile 1 were the Belt Effects removed from the game if not can someone tell me where I can find them for purchase?

Do you mean Character Effect MTX, e.g. Illusionist Character Effect?
If so, they're here: https://www.pathofexile.com/shop/category/character-effects I find it difficult to justify optional purchases to support a Tencent-owned development studio that declines to provide customers Technical Support, regardless of how many thousands of euros that customer has spent...
