Unable to finish the "Pinnacle of Flame Quest"?

Sorry to report this, I'm not even sure it's a bug, I just wanted to know if this could be normal:
I'm in the endgame, SSF Dawn of the Hunt. I'm trying to finish the quest The Pinncle Of Flame, i found and cleared for now 5 Stone Citadels, I have 2 more to discover (red light, still covered by fog) and that's it.. meaning 7 Stone Citadels and 0 for both the other 2. I have never found or been able to discover any other citadel at all in this patch, could this be a bug or am I just insanely unlucky? I just wanted to clear all them, finally, but it seems even this time it won't be the case :D

PS: came playing back after a few months, good job with what you have done! The endgame especially is WAY more enjoable (I did not dislike how it was before, but congratz for the fixes!), you are almost there! GG to you, GGG!
