Says who? The first game was no different and there's so much enjoyment that can be derived by not chasing metas in both.

fun because my leap slam is faster and stronger than Lightning spear. Maybe instead of just watching builds on tiktok do build by yourself?

I could be wrong but I don't think there has ever been such a narrow meta/diversity in any poe 1 league.
