Doryani- not restocking maps

I have Doryani at my hideout. It has been days, and he has no new maps for purchase. I checked the "refuge" Doryani, and he also has no maps for sale

You have to level up for the store to be restocked. Have you leveled since it's been empty?

Question: Wouldn't it be better to put this on a time gate? What happens if a player lost all their maps in SSF(?)
