Different email different support response

How come for a different email support can respond within minutes, and from my account that has been locked for refund and had my steam unlinked to it, it takes more than a week to get an email regarding a simple link to account and unlocking my account so i could play the game, can't even play poe1, not to say that i bought again a game because i got locked out of any way to unlock my account again. It seem to me that they can't or won't solve simple tasks as linking an account or unlocking to i could link it myself, but they would respond just so you could wait more to the other email chain.
