Improvement to Towers Idea

The current system of finding an area with 2+ towers, activating them, then farming the 5+ maps that are getting max buffs is not fun. Especially the part where you have to do all the unbuffed maps prior.

So I had an idea which could maybe fix this.

Make tower buffs permanent for entire atlas, for every map.

Changes that would need to happen to make this possible:

-Make Towers as rare, or a tiny bit more common than citadels

-Tablets no longer add irradiated/breaches/etc to maps. All maps will have a random amount of these by default.

-Reduce the effectiveness of all tablet buffs by some amount.

Perhaps some other nerfs/buffs would be needed to even it out, but I think this would be far more rewarding for players who play a lot. The more you explore your atlas, the better your maps will be over time. It would give people more incentive to explore.
