Please make Brink support a Tier 1 support

It would allow us to use it from act 1.
Reason for the change: Balancing the damage to "Prime for stun" can sometimes be literally impossible, for example you drop a really good two hander mace but it's literally a downgrade cause you can't boneshatter anymore - it either heavy stuns or just kills small guys that usually would be targets for boneshatter fishing.
This of course only affects levels up to 35~40 and not a big deal in the grand scheme, but it would just make the leveling much more pleasant.
