Item crafting + Ilvl influence suggestion

Crafting has been a major issue for poe 2 ascending to 0.2.0. but who knows what will come in the future.

Suggestion:

Item level 1-25 can roll low tier modifier
eg: (1-3) to (10-12) physical to attack

Ilvl 26-50 will not roll this low roll modifier (mentioned above) instead they will only roll tier higher always
for eg: will not ever roll (1-3) to (10-12) physical to attack

Only roll : (10-12) to (39-40) physical to attack

Ilvl 75-82 also the same. Cannot roll tier lower than above
for eg: ilvl 75-82 cannot ever roll the lowest tier of a modifier and only higher tier than ilvl 25-50

This will fix a bit of gambling when crafting item

-This is to fix bases that is high ilvl to get lowest tier.

Low tier tied to low ilvl, mid tier tied to mid ilvl , high tier tied to high ilvl

good but now its higher chance to roll fire dmg instead physical dmg abviously.

like no physical dmg bows rolls always physical dmg.
