no copper citadel = stop playing doth

what is this?
lvl 95, did around 200maps+, found 8 stone and 8 iron citadels but not a single copper one. dont see golden beams anywhere and now im so annoyed that i am gonna stop playing this league.
makes no fun at all, that this random endgame shit denies u from completing ur quests -> atlas points -> real "endgame" juicing
where is a pity timer?
why must it be random at all in the first place?

I have yet to see a single citadel after about 75+ atlas maps. I went and looked up online to see if I was missing some mechanic, but no, I just haven't found any. I'm also pretty much only heading to new towers and corrupted areas to cleanse and not puttering around in my already explored areas.

I've also found close to 10 of the iron citadels, over 5 stone citadels, and only a single copper citadel which was one of the first ones i found closest to the starting point. I've just been juicing up the ones i find with waystone drop chance to get more than 1 fragment so i can sell extras to buy the copper fragments.
