Jarngreipr - Ringmail Gauntlets -> skill gem level up not working

The item is buggy, i cant upgrade the skillgem due to dex requirements. But it should be able to be satisfied by STR. If i fullfill dex Requirements and uncut the skillgem i can sockle and use it. But still i always need to ask other players to uncut it for me, use another charcter or equip a lot of dex requipment.

Adds (2–3) to (5–6) Physical Damage to Attacks
+(30–50) to maximum Life
(4–8)% increased Attack Speed
Strength can satisfy other Attribute Requirements of Melee Weapons and Melee Skills
