Brinerot retreat in delve doesn't spawn any warband leader

As the title says, the Brinerot Retreat in delve no longer spawn warband leaders. I have tried Mutewind/Renegades camps and they don't have this problem.

Since these camps are the only way that hunting the warband leaders for the "Warlord" achievement, I'm now stuck in finding the last leader, Susara, Siren of Pondium.
