Prism of Belief does not work, Wind Serpents Fury

Well the level change is there but dps doesnt change at all, i tried all possible fixes, relog. change maps, gems etc, nothing works. It also doesnt seem to be a visual bug like most people say. I wasnt able to feel the difference in game as well. Help would be appreciated if this can be fixed on my end. If not please fix...
