Tactician How I Do it - unsignisficant and useless

I see there already are some threads regarding How I Do It ascendancy node, but they don't seem to realise the nature of this bug. Damage boost works, but is completely insignificant. Even when I wield powerful two handed weapon in main hand, minions get pathetic damage from this. It is because 25 % of flat weapon damage is simply nothing. It should be 25 % of main hand attack DPS instead, or at least 250% of base damage !!
