The Prisoner's Manacles Item: Unclear wording of "Cannot Immobilize enemies" modifier

The Prisoner's Manacles unique item has a modifier "Cannot Immobilize enemies"

The way the modifier is worded, you'd expect that you can cause build-up without actually inflicting the immobilize, much like how the Brink support gem works; however, the effect actually works like Pin, Bone Shrapnel, or Biting Frost support gems in that it cannot cause the buildup at all.

I believe either:
1. The wording on The Prisoner's Manacles should read "You cannot cause Immobilise buildup"
2. the effect should be changed to match the wording, and allow build-up without reaching 100%

It's actually exactly as stated. Cannot cause immobilize. Which means no freeze, no time stop, no whatever makes the enemy stop moving!
