Stone charm is bugged

Stone charm has never once procced for me even though I've been stunned plenty of times and it's usually instant death. It never consumes charges or provides any beneficial effect.

I equip'd 3 of them and none proc'd in Simulacrum while getting chain stun'd and beaten to a pulp. Zoned back in and chain stun'd again while stone charm did nothing to help, and got beaten to oblivion. pls pls fix it, pls
