Question About the trade requests

Does anyone know what happens when someone sends a transaction requests and i can't receive the transaction requests?
I can't receive other people's transaction requests, I don't have an acceptance window or anything in my interface, I can only trade with others to trade, what is the situation, is there a solution?

The simplest reason I can come about is maybe a difference in league?
