If it does work, it will increase the damage on the explosion part of the herald skill. So, look at that tab and see if the dmg changes with the support gem, I think.

If you can slot it, it works. But i have doubts about its effectiveness, having to freeze enemy before it gets hit by herald is kinda not how you want to play heralds. Heralds are there to AoE down things, not to finish off your target.
