Organised Forces not working?

Organised Forces reads: Non-Irradiated Area maps with Map Bosses have +1 level, but when I plug a key the map is the same level regales if I have the Atlas passive or not. It is quite possible I do not understand the passive, but as far as I can tell the passive is not doing anything.
