Can not allocate skill points

I have 3 skill points available on the button in the UI, but when I click the button it doesn't bring up the passive skill tree. If I press the p button to bring up the tree, I cannot allocate any of the points. If I talk to Sin to reallocate points I cannot unset or set anything either.

I'm on PC

OK, it is Atlas Skill points being indicated on my lower level character that hasn't reached mapping yet.
